Registration and qualification requirements and processes.
Vendor registration requirements:
- Legal & Commercial Registration: A valid Commercial Registration (CR) certificate from the Ministry of Commerce, Industry, and Investment Promotion is mandatory for local companies. International vendors must provide a certificate of incorporation from their country of origin.
- Chamber of Commerce Membership: A valid membership certificate from the Oman Chamber of Commerce and Industry (OCCI) is required for local companies.
- Tax & Financial Compliance: A valid Tax Card and VAT Certificate are typically required for local vendors. You will also need to provide audited financial statements or a self-declaration of annual sales turnover for the last three years.
- Bank Account Details: An official letter from your bank confirming your company’s account details, or a letter on your company letterhead with the details, signed and stamped by an authorized person.
- Company Profile: A document outlining your company’s business activities, history, and capabilities.
- Work Experience: Copies of Letters of Award (LOA), Purchase Orders (PO), or performance/completion letters from previous clients to demonstrate your relevant experience.
- Staffing & Omanisation: For local companies, a staff headcount report from the Ministry of Labor may be requested to confirm employee registration and Omanisation numbers.
- Authorized Signatories: A list of the names of individuals authorized to sign on behalf of the company.
- Additional Documents (as applicable): Depending on your business type, you may need to provide specific documents. For example, dealers or agents might need an authorization letter from their principal, and manufacturers may need ISO or other quality certifications.

Key Points to Remember
- Fees and Exemptions: The registration process may involve a non-refundable fee of approximately OMR 2,000 for both local and international companies. However, local Small and Medium Enterprises (SMEs) registered with the Authority for Small and Medium Enterprises Development (Riyada) are often exempt from this fee.
- No Guarantee of Business: Successful registration does not guarantee that your company will receive contracts or purchase orders. Registration places your company on the list of pre-qualified vendors, who may subsequently be invited to bid on relevant opportunities.
- Mandatory JSRS Registration: For local companies in Oman, particularly those operating in the energy and infrastructure sectors, registration on the national Joint Supplier Registration System (JSRS) may be a prerequisite or become mandatory upon the award of a contract.
